Wichita Falls wants to get rid of graffiti, and Mayor Lanham Lyne sees it as necessary action against gangs in the area. Councilors heard a presentation this morning on different graffiti abatement options. A couple include city crews cleaning the mess on all properties, or hiring contractors to do the job.

"The individual property owners should be the one paying for it. If they can not do that the city might step in and charge them a fee for doing that for them."

That is an option councilors discussed. It would give property owners a time frame to clean up graffiti. If they aren't able, the city would take care of it for a fee. The presentation also included an ordinance that would make property owners solely responsible for getting rid of the vandalism, or face a misdemeanor.

Am I the only person who sees this as the criminalization of property owners who are already the victim of a crime? If more police patrols were available to the graffiti-inflicted areas of town, this problem wouldn't be so wide-spread. Ticketing property owners ~ HOW RIDICULOUS!! How about ticketing the known offenders instead?
