WASHINGTON (AP) - The State Department says al-Qaida is back to some of its pre-September 11th levels in remote places in Pakistan.

The administration's latest terrorism assessment finds that terror attacks jumped in both Pakistan and Afghanistan between 2006 and 2007. They dipped slightly in Iraq.

In all, the report says, more than 22,000 people were killed by terrorists around the world last year.

The report again identifies Iran as the world's "most active" state sponsor of terrorism. It says Iran has been supporting Palestinian extremists, as well as insurgents in Afghanistan and Iraq.
